Yes, but this was all after Walker rejected 800 mil for fast Madison-Milwaukee service. At the time the feds were focusing on grants for faster service (a requirement that congress had stipulated in the grant agreements and something Wisconson's predecessor had requested), but something Walker was not interested in. It was really silly that he couldn't go with it and then work on the Hiawatha later (as it turned out the rejection didn't speed things up).
