I bet if we look at the ferry schedules there might be an answer. SMART's Larkspur extension has been just about checking off the "regional connector" box as it has about giving the ridership better, faster, cooler access to the ferry terminal.
It would be difficult to say SMART is connecting to the ferries if there are no SMART trains at Larkspur to sort of meet the ferries.
I would be willing to bet this was the thing that made them finally address the lack of service.
So what is the ferry schedule and like how many trips would be available in an afternoon on the current SMART schedule for a ferry rider if the Larkspur extension was opened today?
The next question is how did SMART conquer the horrible engineer shortage? And have they actually done so? Are the engineers hired?
It could be that PSR and other changes in the railroad industry made it more of a buyer's market for labor. Especially a transit agency that offers steady employment.
