I don'think anything besides local traffic comes across at Sumas. Empty unit coal trains have sometimes been delivered to the BNSF to come down the old NP to Burlington, but I am not sure if that happens anymore. That line has a steep grade coming down into Burlington if you are not familiar. I have seen this train run solid CN power before. It's loaded for bear to take on Cascade Summit, usually in a 2x3x2 or 3x3x1 DPU setup. Its the best catch on the entire I5 corridor.
