the 79mph (and usually lower) speed limit?
That, also, was via the westside line which at the time was signaled for mainline speeds.
As for "smoke" breaks - otherwise known, these days, as schedule reset points with enough time that a normally late train can suddenly be "on time" again - they appear from times shown on the Amtrak Status Map to be at Klamath Falls, and Sacramento. There sometimes seem to be brief extra pauses at Portland and San Jose, too, but the train is usually late enough arriving there (especially NB at Portland and SB at San Jose) that at best the lateness is reduced. There's clearly a lot of "slop" in the schedule approaching each end, though - for instance if a Starlight is on time at Oxnard, absent real nastiness along the line it'll be 20 minutes or more early in LA.
