At least the "corruption" at the GGBH&TD benefits the public in its district from time to time. E.G. the navy (ferryboats), the buses (including club buses, which are a tale for another time and are not really a railroad-related subject), and the bridge itself which needs some TLC on occasion.

Marin in fact was already a sort of exclusive place at the time BART was being promoted. Ordinary mortals could still aspire for a track house in Novato or perhaps Terra Linda, but the south county was well established on the track to snobsville already. The beginnings of the NIMBY culture were already visible. BART would not have had a chance there. As the story notes, BART itself encouraged Marin to drop out because there was a strong prospect of losing the election there; with San Mateo already gone, losing in Marin would have been enough to kill the whole project. They actively pulled back to the 3 counties where they had a chance of winning the election.

As for what you plan or could do about it at this point in time, we're all ears Mr. Mouse. Sometimes a societally functional human has to accept things as they are and try to make the best of it.
