I worked for Contractors Dillingham-Tokla who replaced the entire deck of the GGB in the mid 1980's. It wasn't until that time the Bridge could accommodate the weight of the BART train, the modifications underneath the deck and infrastructure needed for BART operations to safely cross the bridge. The bridge shed around 18,000 tons during the rebuild. I live in Marin the from 1946 to 1968. NIMBYS killed it saying it would bring too many people to Marin and they would have been right. The other problem where to put it? NO Room in the Inn even back then with 101 and NWP sharing a very crowded corridor.
