Lumber on the NWP?

I would assume that Santa Rosa is being rebuilt (or has been rebuilt) after the big fire they had up there. I'm surprised that we didn't see a big influx of lumber loads on the NWP to support the rebuilding. Did they miss out on the opportunity?
