"Banning" isn't the way the system works because if the sources of scrap materials and the profits realized from buying and selling the stuff were still around, so would be the scrapyards. It's a simple case of economic pressures (and not sharpie pens). Once a scrapyard goes out of business and the property changes hands, the the eco-red tape comes into play in a big way.
So using a phrase like "scrapyards were banned" misrepresents the situation very bigly.
