Remember that at one time, BART did own its own HQ, in a building over the Lake Merritt station.

I believe that it was found to be seismically unsafe, and demolished. Since then, BART has been renting.

Buying property, especially in an area of rising prices/rents, is frequently found to be financially more prudent than continuous renting.
