I kind of agree with an earlier posters on the requirements that this be PTC compliant, installed by professionals, with the kind of current qualifications folks at the FRA or NTSB signing off on stuff like this. Knowing some of the folks I've worked with at RCTC, I'd probably have my lawyers put in all kinds of language like that into the RFP and contract language, to cover my own a$$ (and to assure it is done in the safest and most responsible way to minimize any potential risk and/or liability to any stakeholder...).
So, I also understand that there may be some of the serious complexities and costs associated with installing the switch.
And yes, given some of the installations I've seen, the switch, and probably the derail, along with even, a controlling signal, I'd expect would definitely be controlled by ML dispatchers, and under detection, for any possible unauthorized use, by ML dispatchers.
Except for some possible rare "planned" and/or highly coordinated "events" or other "odd" movements, I doubt were talking about OERM going on ML, for a whole host of good reasons. So I'd suspect that this switch would mostly be used for set outs and pick ups, of arriving or departing equipment.
