PTC is a defensive mechanism that will take action to slow or stop a movement when it detects inaction, or improper action, to certain situations by the operator. It's well described in the link to the FRA overview you previously posted.

As to why SMART is using E-ATC, I have no idea. Quite honestly, it's way outside my area of interest. If I were to guess, I would think it might be more cost effective for SMART's limited operations. The reason may have been stated in one of the previous threads, but again, I really don't know. You might want to contact SMART and ask them.
