Only improvement in thermodynamic efficiency can further lower CO2. Switching from steam locomotives to diesel electric had a tremendous effect. Using hydrogen and fuel cells might accomplish both, though sourcing the hydrogen may simply shift the CO2 emission to the hydrogen's source, such as steam cracking of natural gas.

Milwaukee Road's western electrification was probably entirely hydroelectric and so had in principle no emissions at all.
