Haven't seen a Dem hopeful yet who could come close to beating Trump. The system is rigged so his "base" controls it, and only needs a small push from the Russians (to make any Dem votes in swing states disappear) to re-up his lease on the White House. Just "Not Trump" doesn't play well with voters. Don't worry about California going for Trump, though, outside of the Jefferson counties; that hasn't happened in more than a decade and won't next time.
As for housing the homeless, Trump's plan is to preempt all planning and building regulations in California. Theory is that they make it too hard and expensive to build housing (which argument has some merit). His bogey for building regulations and codes is rural Arizona (i.e. none). Energy conservation (i.e. reducing the need for burning coal) and strong structures (who cares about earthquakes, which don't happen much in Arizona) are just a waste of money; you could build lots more housing if everything were made of cardboard. Of course, all housing would then be indistinguishable from homeless camps.
Oh yes, and somebody mentioned diesel emission tiers - and got it wrong. Tier 0 is exactly what Trump wants - no emission control at all. Burn and smoke, baby!
