The NCRA owns the equipment. The shovel is just that it's not steam powered. The railroad continued using diesel powered shovels long after excavators became the method for moving dirt. The Eel river is public property so you could access it by canoe. The railroad ROW is not owned by local landowners so you could trespass but only the sheriff could legally cite you.
