"Rail Runner started off on the right foot. Unlike SMART’s initial management, it bought less-costly off-the-shelf cars and locomotives not the customized self-propelled railcars that are SMART’s hallmark."
"It’s not too late for SMART to learn one lesson from New Mexico. When the North Bay agency extends its tracks north to Cloverdale or east to Vallejo, build it in a no-frills manner."
A pretty good article in comparison to most but fails to recognize doodlebugs were in effect demanded by SR, which hates the idea of loco-hauled trains blocking intersections. And of course I dunno how SMART could implement no-frills, other than by getting rid of freight thus no gauntlet trackage.
I googled but could not determine if the Rail Runner line sports any freight. It is government owned.
