Its more likely the NWP will run than this hair-brained scheme! It's nuttin but valley hot air - doesn't it sound a bit like north coast hot air. Except that more well known politicians are involved. But then there is no hot air as hot as a politicians hot air! It even helps the elevators in the Capitol rise all the way to the top!
On a more real note - There has been a lot of trackwork on the west end of the Cal-P lately, causing the anullment of several Capitols each day (at least according to the Capitols web-site).
I observed the first couple of days of this work result in total gridlock. Two Freight trains sat behind red signals at Eckley Pier for 2 1/2 hours while several very late Capitols wormed their way around. They ran the captitols in fleets; first eastbound, then westbound. Amazing! What service!
I don't know how long they were there before I arrived at my favorite fishing/train watching spot, but other freight trains were still backed up at Eckley when I left several hours later (7pm).
However, more recently, I haven't seen a daytime through freight on the Cal-P for days. It could be that U.P. is temporarily re-routing much of the traffic over the Altamont during this trackwork.
