There are no readily available crash compliant bi-level cars that they could find for this 2009 appropriation to get us out of the last recession.

In the US, we would, in the name of "safety", rather spend billions extra on slightly "more" crash worthy cars, than on preventing crashes, in the first place.

I am somewhat confused though... Why would these cars need testing? Aren't these the same Siemens cars already in use on Brightline?
