Short answer as to why these need to be tested at TTCI are as follows:
The Contract Specification (AKA the PRIIA Requirements) requires testing and FRA certification at 125 MPH. TTCI is the place to do this.
Florida's cars are currently only good for 90mph without further testing to qualify them for speeds above 90 mph.
