Blame the judge who forced them and other utilites in the state to adopt Public Saftey Power Shutdown (PSPS) after the Paridise fire. Utilites in So Cal are planning the same thing to the Kern and San Berdino county areas.

Mass transit should have planned for this eventuality since they have had over a years notice to prepare for PSPS.
