The funding for tunnel is a big deal. Costs losts of money to fix a tunnel. I know about this well. I watched for months as they fixed the tunnels in San RAfael that had been attacked by a gang of beatnik terrorists in the 50's. They burned them down. At this point 2472 got stuck in Larkspur and rusted away on the sleepers. It hurt my heart as I watched from the freeway (technically state highway, not a freeway back then).
