For the last 3 days, I've noticed that the same string of TOFC cars loaded with UPS trailers seems to stay in the same spot. The yard has plenty of auto racks, but this string of TOFC cars seems to never move much nor does it appear to be a new inbound or outbound manifest. Is the UPS in the "store" mode like other yards and sidings stuffed with non-needed railcars becoming the status quo in this economy or is there a certain amount of TOFC cars that the BNSF says a manifest has to be before the manifest is moved to its intended destination?

There also seems to be a small set of well cars holding what appears to be JB Hunt domestic containers in that this string of well cars is pretty much like the TOFC cars which appears to sitting in the same spot and never moving or leaving the Richmond yard as a manifest train.
