I think that sequence was done before the train arrived in Eureka, since it is followed by the brakeman lining a switch to get back on the main line after a freight train passes.

Looking at Google Earth imagery, my guess is that it was taken at Fields Landing. It appears that a track used to turn off to the west just south of Depot Road and ran parallel to the main line and rejoined the main line just before Railroad Ave. (Maybe that track was the original line and NWP built a bypass around the track with the depot?)

Possibly the RDC took the old track to stop at the depot, and continued towards Eureka and had to wait at the switch at Railroad Ave. for the freight to pass.
