Freeway reopened at about 9 PM. By then some people had decided to spend the night in their cars at a fast food joint (according to the Chron).

UP apparently never closed. Amtrak later in the evening was showing no unusual delays in the area. But how many people stuck in the mess even knew about Amtrak or could get to a station with parking? Richmond and El Cerrito BART don't have much (and would you be willing to leave a car there overnight?), and the other Amtrak stations south of there have none. You'd have to already have been using Amtrak, and could wave at the parked traffic on 80 as you went by.
