One would think the 90-100mph capable tunnel would be a no brainer, since it's not substantially more expensive than the alternatives. But I think I've seen at least one news story with complaints about it being too intrusive (???) and noisy and construction dust and etc etc. Still, perhaps the reduced exposure of the railroad to situations like this one could be a bonus?
Can the tunnel be built and used without electrifying the route? Will the bluff line have to remain for freight (diesel) use? If NCTD wants to run enough Coasters to be Real Transit someday, electrification might be in order at least between SD and Oceanside (and the yard just north of that). BNSF would not be amused.
