My recollection of highway work ... and light rail ... and BART ... the prep work often takes as long or longer than the actual construction. By the time you get to lay track and hang wires (or lay pavement), it's getting (as Sgt Pepper once sang) pretty near the end.

Construction planning and management are professions of their own. The people who are good at it are well paid, and earn it.
