There usually is one in each loco, unless it's been snatched enroute for another unit which really needed it (because it was a lading unit).

> Amtrak shop may just mark it not able to lead “trail only” and back on the road.

How can it lead if "trail only"?? Besides if it isn't fully operational out of Oak, it must be sent DIT to Chi (or LA).
