Well, probably exactly - none. Show me in the CFR where it says specifically you can't do this. Were these guys even under any kind of FRA jurisdiction?

How would you have gotten out of the situation they were in? Looks like they had few options. Have someone on a hand brake to stop the thing if the chain breaks and you're good to go. Made moves similar to this myself.

Now, I am not saying this looks like anything but shade tree railroading. Too bad they messed up their FM. It would have been much better to not have gotten themselves in this situation but I think they worked their way out of it pretty well. No comment on slipping the wheels on a light engine trying to run it against the brakes......
