A little more info to fill in the blanks:

The ARRA money has to be spent by the end of 2022. See here:

The original link lists the number of months after ROD in which to spend funds to match the federal ARRA grant. Of course the Trump administration is saying that the money should be sent back. This is part of their screw California by any means program.
