How exactly did the D&H PA’s end up with the Mexicans??

A thread on TO has this speculation, but it doesn’t add up.
“As I have heard both the terms "leased" and "sold" regarding the Mexican transaction I suspect they were sold to a leasing company which in turn leased them to the Mexican carrier. Let me be careful to label this as speculation as that's all it is.”
Anyone have the straight dope on how the PA’s got away so easily? It was 1978. Was the foamer/preservation/Trains Magazine community in an uproar when this dirty deed was done?
