Used for turning helper locomotives. An excerpt from the book The MODOC -- Southern Pacific's Backdoor to Oregon, by Jack Bowden & Tom Dill:
" Most westbound trains coming out of Klamath Falls required a helper on the 1% grade from Perez up to Ambrose. Helpers for these trains were called to leave Alturas at approximately the same time their train left Klamath Falls. They would meet at Perez and, after taking water and turning on the wye, the helper would be cut in ahead of the caboose to help the train to Ambrose, where it would be cut out and allowed to run to Alturas ahead of the train. "
Worth noting that Westbound trains on Espee's Modoc Line ran - more or less - Away from San Francisco, rather than towards it.
