George Andrews: I assume that you believe that the roads are paid for by user fees only? They aren't. User fees pay a larger percentage in California than in most states but still don't reach 75% of the total. And the rest? Why that comes from taxes paid by people who don't drive - even bicycles - as well as from drivers.
And then again since road wear is proportional to the 4.2 power of the axle weight shouldn't the fees be proportional to the loaded vehicle weight divided by the number of axles, raised to the 4.2 power and then multiplied by the number of axles?
Fair is fair after all.
