Yes, and it's long gone.

Neither did the lower deck, although it never had a pipeline.

The bridge was built with three lanes on both the upper and lower decks (and no "shoulders"). This changed two two lanes with the installation of the aforementioned pipeline. The upper deck is still two lanes, with the lane occupied by the pipeline now cordoned off for the bike lane. The former third lane on the lower deck is now activated only for evening rush hour use.
