SMART's offering free service through Dec. 1.
Then they plan on discount service to Larkspur Landing when it opens.

1) Fare revenues are less than 10% of the agencies O&M expenses, according
to the financial plan adopted by the Board. (see spreadsheet in plan) So
it comes at little cost in terms of lost revenues.

2) They're worried about their ballot measure. And they should. They're going
to lose. The Board and the thug Farhad Mansourian have alienated far too many
people to pass a 30 year extension of a tax that doesn't expire until April 1, 2029.

3) Check out the taxpayer subsidy calculation: Every rider on every transit system
is subsidized by something (tolls, taxes, etc.) But SMART's is huge. From Federal
data it is over $50 per rider. By contrast, GGT bus riders are subsidized $17 per rider.

I predict: A 2/3 vote in favor of handing over $2.4B in tax revenues with no voter oversight until 2059 is simply not achievable.
