Prior to WWI, there were calls to extend rails to Lake County but afterward the highway lobby came on strong. I think similar happened to the Santa Fe's scheme to build out a Tejon Pass route - it became clear in the teens that the rise of internal combustion was making autos, trucks, and aviation the likely winners in the transport dominance wars. I doubt the NWP extension to Eureka would have been built if the construction had been delayed say 10 years.
It is my impression that the SP in the Depression seriously looked at abandoning the entire NWP.
