Yes, there are some people moving out of California and there are several common replies to that fact:
1. It is increasing the IQ of both the places moved from and those moved to.
2. It is retirees and lower income people seeking more affordable living.
3. It is composed those of right leaning tendencies who dislike places with left leaning tendencies.
But more seriously:
The number of people moving into California is greater than the number moving out. The number of citizens moving out is greater than the number of citizens moving in. Yes, both are true. And don't think we are talking about illegal immigrants either, although those certainly exist. California is where one goes if one has an idea for a product and has an entrepreneurial constitution. It is where venture capital is located. That's why so many east and south Asians legally come here. They have started over 30% of the new firms in Silicon Valley.
An interesting side effect of Californians moving is their expectation that where they move to should have many of the characteristics of where they came from, and if that isn't the case they want to change things. The prime example of this is Texas which is starting to show a marked drift to the left, and not just in Austin. Fascinating to watch.
