Driving in the city of Santa Ana Ca.
I noticed allot of homeless on the Union Pacific ROW south of 1st Street all the way to the Costa Mesa city limit
Do trains operate on that ROW?
Why does the Union Pacific allow these trespassers on their property?
Has to be a huge liability
Is there a special deal with the city and county where railroads like the UP are encouraged to allow vagrants on their seldom or no longer used ROW and is not held liable if a vagrant gets injured or killed or commits crimes?
