I live along the Santa Ana line in question (boarded my first moving train with the train crew's guidance!) and have seen the population grow along the ROW in recent years. It is absolutely abhorrent ... the mess and all. Twice I have seen the authorities present for a clean up ... mounds of full trash bags afterwords. The "cleanout" lasts for a few days, then "they" move back in.
I was on a PV trip a few years ago, we were carrying some officials up the coastline including a UP bigwig and I asked him about this problem and he said that their hands were tied. Private property and all, they could not go in there and remove the vagrant's personal items and such. Incredible!
