Odd Donner move

I rode Train #5 out of Truckee yesterday morning and I believe we were near Kingvale when we came to a stop. We sat for about 5 minutes and on the other track going east a tank car with a Carman riding the end came by that was the end of a mixed freight. We sat about 2 or 3 more minutes and we were on our way. As we passed the freight I recognized it as the train I saw in Truckee going westbound a good hour before we left. Why would the westbound freight be backing up the hill and what was the guy doing on the rear of the train?
