I agree that shortlines and regional railroads should be able to interchange with more than just the " 1st Mile " MEGA - Railroad they are currently held captive to. If MEGA Railroad " U " cannot or will not provide decent service & rates to the little guys, they should be able to shop around for -- let's say - Railroad " B ".
