I agree , but even a simple trail would need all the rail and ties removed.It would need the soil tested and contaminated soil removed.It would need the bridges rebuilt to accommodate a bike path and pedestrians. It would need the tunnels rebuilt and made safe or trails built around or over them. And all the the slip outs where the ROW is impassable and all the slides that are impassable repaired. There goes your 100 million.And within a week of the trail being completed you will have huge maintenance costs with slides, washouts, trees down , brush, weeds and poison oak taking over. Between Does Rios and South Fork you enter a prime lawless pot growing region . Growers view hikers as a threat . Response time for a deputy sheriff could take a half a day. That is as simple as I can keep it.
