A story in yesterday's LA Times said the brakes were tested while the train was still at Rialto after the accident, and they worked OK. More tests still need to be done. One of the passengers told TV news that she "smelled something burning" after the train came to a stop; my regular experience of the Bombardier cars is that their brake shoes smell like they're burning after a service application at a station stop. My guess is the smell was the brakes working as specified in emergency.
