For what it's worth, I worked for the Southern California Gas Company for 5 years and was subject to Federal drug testing due to working for a transportation company (pipelines). I did have a pot-coke-whatever test as part of my pre-employment physical, but I believe had onluy one subsequent test, not random, as I was one of a number of management employees being trained for union jobs in the event of a strike. (Even so, as a management employee, I was subject to random testing.) No test I ever had counted BAC. Peeing in a bottle won't test for BAC either, I believe.

I'm a member of a technical and historical group whose current president is a retired "official" of the railroad involved. His work schedule was like many, maybe a Sunday off every two weeks. He gave a presentation on a subdivision he was responsible for, along with various remarks I would characterize as "wiseguy" on which bars along the line were the best. I drew my own conclusions. I've heard that "random" alcohol tests are pretty well known a day or so before they come down, and therefore should be as hard to flunk as a banner test.

(Which brings us to CP College -- not only did the guy flunk the banner test, but he RAN OVER THE BANNER, after which he went into emergency. How hard is that? Did they give him a breath test?)
