As I recall, GE has met current emissions standards by simply cutting off 4 cylinders in their prime mover, while maintaining roughly the same rated horsepower. Less cubic inches = less emissions.
As for DEF fluid, it can now be obtained by most truck fuel jobbers; some times with a separate tank on their mobile fueling trucks, and other times by a separate DEF jobber truck, which is what my employer uses to refill the 600 gallon tote inside the shop. Shouldn't be too difficult to perform an emergency DEF fill most anywhere the truck can access the right of way.
I also don't see any HM placards on the DEF jobber truck; the stuff is basically denatured ( no smell ) liquid ammonia, often referred to as UREA, slang term cat piss. It is not too potent or caustic, or it would eat through the plastic DEF saddle tanks commonly used on trucks. The only special need I know of is that DEF must be Kept From Freezing ( " KFF " on a Bill of Lading ); most truck builders use an electric heater probe in the tank, though Mack runs coolant lines from the truck engine. ( A loose coolant fitting on the DEF tank resulted in a road breakdown on my currently assigned Mack -- on day 2 and 120 miles !!! The build quality on Mack Trucks these days is quite poor. )
