Shrink wraped car

Leaving SF on Caltrain yesterday morning I noticed what looked like an LRV covered in white form fitting plastic sitting on one of the side tracks at 7th and Townsend where SP commute engines used to be parked.
Does anyone know what it is?
The carseemed to be shaped like one of Muni's new LRVs
