Old Oakland W.P. Rehab

I noticed the UP has been doing a large tie replacement on the old W.P. under BART. Why? Theres only one customer near 82nd st and closed a little beyond that. I didnt quite get to San Leandro but it looks like they were coming from that direction and working towards Oakland. Why put so much $'s into a line that might get 300 (Guessing) cars a year? New business? Doubtful.
