Not certain just when they were moved out there, but since you mentioned Klamath Falls, maybe you are referring to the Kepner collection out at Merrill, OR. This would be off of State 161 which runs East-West and is parallel to the Union Pacific main on the south edge of town.
Nothing organized and not open to the public, but there are a large number of steam locomotives and a steam wrecker there. Location is next to a feed store. Definately NE CA.
