Listen closely, it is saying "No debects" instead of "No defects." Was an issue what that detector for some time. Fast forward to 2020 and that detector is milepost 55.5 on the UP's Fresno Sub.

The location is actually just south of Elk Grove, CA, not Stockton. That is Highway 99 that the tracks go over and under right next to the detector. The 99 underpass that dates to 1930 is currently in the process of being replaced with an overpass.
