I wonder where somebody got the idea that was a Santa Fe tower. That's what was left of the SP Pinole depot after it was moved to American Canyon in the mid-1970s, and after whatever plans there were for it fell through. I believe the local fire department eventually burned it for practice. Anyway, it's long, long gone.
