Crossing Guard Timing in San Rafael

I just timed the crossing guards on 2nd and 3rd streets in San Rafael
at about 7:30 in the morning.

They're both coming down and the same time.
Trains are passing through in both directions.
The clocked time was 3 minutes.

This is happening twice an hour.

North of the SMART station the timing is different because
the approach of trains (SB) and departure of trains (NB) are
different. The crossing guards on 4th, 5th, and Mission descend
at the same time and are down for almost 2 minutes. But this
happens 4 times an hour during the peak hours.

People on this forum have far more experience at this than
I do.

There's tons of gridlock generated in the process.

Can this be fixed or is it inherent in the nature of the
complexity of the area?
