Oil cans over OSL/Blues?

Was driving on I-84 today in NE Oregon and saw an interesting train. First thing that caught my attention was the second unit - a former SP patched AC44 - it's been how many years? But it was the westbound train itself that was of real interest.
It was, to the best of my knowledge, a unit oil train - cars looked right for one. I could see red placards and it had buffer cars on both ends. Wasn't that big, running 2+1. I was going the opposite direction and didn't have time to investigate further.
So the big question - where did it come from? Would this normally come off the CP at Eastgate, detoured due to unknown problems across Canada? Or is this coming out of Colorado/Utah/Wyoming and headed for refineries in Seattle area or export? I can't imagine it would have been for Kalifornia as it would have gone down the LA&SL or the WP/Overland Route.
SO - detour or new train?
